कामरेड्स, फिर से यह साबित हुआ कि फासीवाद को चुनाव व संसदीय मार्ग से रोका नही जा सकता। संसदीय मार्ग पर चलकर मुसोलिनी–हिटलर सत्ता पर काबि‍ज हुए थे जि‍न्‍हें हथियारबंद संघर्ष के बाद सत्ता से उखाड़ फेंका गया। हथियारबंद किसानो के लोकयुद्ध के मार्ग पर चलकर ही देश की जनता फासीवाद व उसके मालिक ज़मींदार-दलाल पूंजीवाद व अमरीकी साम्राज्यवाद को शिकस्त दे सकते हैं।

साथी, समय है कि चुनाव व संसदीय राजनीति के प्रवक्ता हर रंग का शोधनवाद – मौक़ापरस्त शक्तिओं के मुंह पे लात मारकर श्रद्धेय नेता कामरेड चारु मजूमदार के हाथों बनी अंतरतम के नेता श्रद्धेय कामरेड महादेब मुख़र्जी द्वारा स्थापित महान वर्ग नेतृत्व द्वारा संचालित सीपीआई (एम –एल ) की अगुवाई में नक्सलबाड़ी – श्रीकाकुलम –मागुरजान –कमालपुर –घोघी बरियारपुर –रविराला के मार्ग पर चल कर गांव गांव में सामंतवादी राज को उखाड़ फेंक गरीब – भूमिहीन किसानों की अगुवाई में वैकल्पिक सरकार क्रांतिकारी कमेटी का गठन करें।

क्रांतिकारी कमेटी जनता की वैकल्पिक सरकार है। यह क्रांतिकारी है क्‍योंकि क्रांतिकारी प्रक्रिया में यह बनते –टूटते व फिर विकसित रूप में बनते हैं। श्रद्धेय नेता कामरेड चारु मजूमदार ने हमे यह शिक्षा दी कि क्रांति चेतना का सम्पूर्ण रूपांतर होता हैं। क्रांतिकारी अपने प्राथमिक क्रांतिकारी चेतना से क्रांतिकारी संघर्ष में जुड़ते हैं और क्रांतिकारी अमल की प्रक्रिया में उस प्राथमिक चेतना का विकास होता है। इसलिए क्रांतिकारी कमेटियां बनती हैं, टूटती हैं व विकसित चेतना और अनुभव को अमल कर विकसित रूप से फि‍र से बनती हैं।

दुनिया के इतिहास में पहली बार लोकतान्त्रिक क्रांति में इसको लागू किया जा रहा हैं भारत में। क्रांतिकारी कमेटी –जन फ़ौज – ग्राम रक्षा बल – जन अदालत यह हथियार हैं जनता की मुक्ति के और यह क्रांतिकारी प्रक्रिया के फल हैं। प्रतिक्रांतिकारी प्रक्रिया में संसद – नौकरशाही व शासक – शोषक वर्ग की कठपुतली बन जाती है क्योंकि वर्तमान सत्तारूढ़ ढांचे को बिना तोड़े बिना, उसे नेस्तनाबूद किये बगैर सुधारवादी प्रक्रिया से जनता की हितों की रक्षा नही की जा सकती।

 

इसलिए अगर आप प्रतिक्रियावादी प्रक्रिया में रहेंगे तो आप क्रांतिकारी संघर्ष व उसके अनुभवों का लाभ उठा कर क्रांतिकारी संघर्ष को आगे नही बढ़ा पाएंगे।

कामरेड्स, सिर्फ हथियारबंद कृषि क्रांति के द्वारा, माओ त्‍से तुंग विचारधारा पर आधारित कामरेड लिन प्याओ द्वारा रचित लोकयुद्ध के सिद्धांत ही भारत के गांव-गांव में सत्तारूढ़ सामंतवाद को उखाड़ फेंक, देहात से शहरो को घेर कर देश को मुक्त करने की सही रणनीति हैं। सिर्फ इस लोकयुद्ध के मार्ग पर चलकर ही हथियारबंद कृषि क्रांति की आग में ही, मज़दूर वर्ग के नेतृत्व में जनता द्वारा साम्प्रदायिक फासीवाद को चिता में जलाया जा सकता है।

इस लिए मार्क्सवाद – लेनिनवाद माओ त्‍से तुंग की विचारधारा के माध्यम से शोधनवादी व प्रतिक्रांतिकारी प्रक्रिया की आलोचना करें, उनको बेनकाब करें – विध्वंस करें और मज़दूर – किसान के साथ एकात्म हो। हथियारबंद क्रांति के मार्ग पे आगे बढ़ कर भारत तथा दुनिया को मुक्त करें।

Once again it is proved that fascism cannot be resisted through parliamentary path. Mussolini and his disciple Hitler seized power through the parliamentary path however they were overthrown through armed struggle.

The people of this country can only defeat fascism and its patrons, US imperialism – feudalism and comprador capitalism by marching on the path of people’s war waged by the armed peasantry.

Comrades, it is high time to kick the various shades of revisionism – opportunism and march boldly on the path of overthrowing feudalism and establishing the peasant’s alternative government – revolutionary committees in the countryside under the leadership of the poor – landless peasantry following the path of Naxalbari – Srikakulam – Magurjaan – Kamalpur – Ghogi Bariyarpur – Ravirala under the leadership of the CPI (M-L) personally built by respected leader Comrade Charu Mazumdar and led by the great class leadership personally established by leader of heart respected Comrade Mahadev Mukherjee.

Revolutionary Committees are the alternative government of the people; the Revolutionary Committees are revolutionary because they are built, they break and they are built again in a developed form in the process of revolution. Respected leader Comrade Charu Mazumdar taught us that revolution is the complete transformation of consciousness. The revolutionaries participate in the revolutionary struggle from their initial revolutionary consciousness, in the process of revolution that very primary consciousness develops to higher forms. Therefore, the revolutionary committees are built, they break, and following the developed consciousness and gaining experience they are built again in more developed forms.

For the first time in the history the revolutionary committees are built in the course of the democratic revolution in India. Revolutionary committees – People’s Army – Village Protection Forces – People’s Court these are the weapons of the people’s struggle for liberation, these are the results of the revolutionary process. Counter revolutionary process generates puppets for parliament – bureaucracy – and the ruling – exploiting classes. As, the cause of the people cannot be taken ahead through a reformist approach, without defeating and smashing the present ruling structure.

Therefore if you stay within the reactionary process; you will not be able to utilise the experience gained by the revolutionary process and advance the revolutionary struggle.

Comrades, only the theory of people’s war developed by Comrade Lin Piao, based on Mao Tse-tung’s Thought is the correct strategy to liberate the country by overthrowing the rule of feudalism in the countryside, and encircling and winning the cities with the countryside. Only by marching on this very path of people’s war, the people under the leadership of the working class can burn the communal fascist forces in the flames of the prairie fire of armed agrarian revolution.

Therefore, using the weapon of Marxism – Leninism Mao Tse-tung’s Thought criticise – unmask and destroy revisionist reactionary process and integrate with the workers and peasants. March ahead on the path of armed revolution and liberate India and the world as well.
